Proposal part

The proposal part is based on the analytical part summarized in the form of a SWOT analysis and on the types of activities within the elaboration of the Comprehensive Study of Progressive Sectors of the Hradec Králové Region in the Field of Research, Development and Innovation and project objectives (including strategic interventions) contained in the annually evaluated Action Plans of the Regional RIS3 Strategy. Further incentives for targeting support were obtained from RVVI KHK meetings, meetings of Regional Innovation Platforms and structured interviews with representatives of organizations in the region.

To fulfill the vision, the proposal part identifies four key areas of change with proposed strategic and specific objectives. Indicators are proposed for both levels of objectives. Projects, activities and programs are proposed to achieve specific objectives. The list of projects, activities and programs is only indicative and may be further extended or changed. The strategy will continue to be fulfilled by action plans that will include specific projects, activities or programs leading to the achievement of the objectives of the Regional RIS3 Strategy. 

1 Vision

The Hradec Králové Region - a competitive region with developed innovative business, excellent research and qualified people

This vision builds on the vision of the Development Strategy of the Hradec Králové Region 2014-2020 and the conclusions of the Comprehensive Study of Progressive Sectors of the Hradec Králové Region in the Field of Research, Development and Innovation. The competitiveness of the Hradec Králové Region will be based on a large share of mostly domestic companies with a strategy based on research, development and higher added value of internationally applicable production. Research organizations will cooperate effectively with the application sphere in a domestic and international context. Educational institutions in the Hradec Králové Region will ensure a qualified workforce in maximum compliance with the requirements of the labor market and for as many knowledge-intensive occupations as possible. The Hradec Králové Region will have an effective network of intermediary research and development institutions. The regional research and innovation system will be systematically developed and promoted on the basis of key player partnerships.

1 Key areas of change

 

Key area of change A: Improving the innovation performance of companies

This key area of change is generally aimed at increasing the innovation activity of companies. First of all, it focuses on the beginning of the business cycle, as the population's motivation to start their own entrepreneurial innovative activities is constantly decreasing.  The undeveloped spawn for the development of interesting business plans, i.e. the start-up scene, requires greater involvement of all relevant stakeholders in order to generate more new successful companies whose growth is long-term and based on innovation. Secondly, it focuses on the research, development and innovation activities of companies, sectoral and interdisciplinary groups in the region with an emphasis on international activities. It consists in the use of activities that will motivate stable companies to adjust their strategic management in order to increase their RDI activities with the aim of successful expansion into new segments and markets[1]. The lack of cooperation between companies and research organizations in general is a structural problem. This key area of change seeks to connect these two worlds more closely and to encourage joint projects that would result in new internationally competitive products. There is no university/faculty of technical specialization in the region that is related to the key sectors of the regional economy. After graduating from high school, students often have to pursue technical fields outside the region, and their motivation to return after graduating from university decreases. The aim is to enable companies to attract these necessary qualified graduates and employees back to the region.

In order to increase the number of new innovative business plans, it is necessary to motivate citizens to start their own business, e.g. through popularization and consulting activities that will help smoother business start-up, provide critical insight into the meaningfulness of a business plan and help its development, scalability and international market expansion. For established companies with a strategy based on research and development, it is necessary to strengthen activities leading to increased expenditures of companies (under domestic and foreign control) and external investors in research and development. This is determined primarily by human resources development, material conditions (infrastructure, equipment) and cooperation with other companies and research organizations on joint projects, ideally with an international impact and subsequent successful market application.

The goal is to create and maintain an innovative business environment in the region (generally promoting and encouraging entrepreneurship). New ideas are provided with services that facilitate growth and international expansion. There are new businesses that will survive the critical start-up time to the first commercial success and profitability phase. The innovation activity of companies in the region is increasing. The number of companies performing R&D activities is growing. Companies are developing both human and material capacities for research and development and cooperating with each other and research organizations on projects with international market application.

Key area of change B: Excellent public research for applicaton

This key area of change is aimed at strengthening research organizations' focus on application themes and expanding collaborative activities with end-users, either by providing R&D inputs into the process of placing new/innovated products on the market, or by providing internationally excellent outputs usable by the public sector, e.g. the army or the healthcare system. It also focuses on an effective system of cooperation with companies on joint R&D activities and the implementation of more successful cases of commercialization. All of the above should also be reflected in a higher share of government and university expenditure financed by the business sector.

Cooperation with the application sector will be reflected in human resources in the form of a variety of student and staff mobility with the aim of strengthening and improving research teams.  More R&D workers will be involved in cooperation projects with the application sector in various forms. Through thematic and targeted actions and information technology, mutual awareness of the research infrastructure and the application sector will be raised to the needs, demand and supply of RDI capacities for joint activities. A variety of training activities will increase the awareness of academic employees of business rules and intellectual property issues. Tools will be developed to verify the technical and commercial applicability of R&D results.

The aim is a situation where research organizations in the region effectively collaborate with the application sector on contractual/collaborative research projects and develop human capacities for R&D together with companies. Key area of change C: Human resources development for research, development and innovation

This key area of change is primarily aimed at addressing some of the causes of unemployment among graduates in the Hradec Králové Region. A prerequisite for quality education at all levels of the education system is its consistent connection with practice and real life, adequate material facilities in educational institutions, and motivation and professionally proficient teachers and other employees. In the region, as well as throughout the Czech Republic, there is a disparity between the number of places in secondary schools and the number of applicants for secondary school education, which causes an overall increase in applicants for graduation courses (or graduates) at the expense of applicants for courses with an apprenticeship certificate (or graduates of courses with an apprenticeship certificate). It is necessary to focus on a closer approximation of practical teaching of a particular field with real practice so that graduates of individual fields can be immediately used in practice without any delays. An example of such an effort is the support of the emergence of a new secondary school textile industry, which will bring about a fundamental change in the cooperation between schools and employers. It would make it possible to bring dual system elements to life and prepare graduates exactly for the needs of companies.  It is therefore currently imperative to involve employers in cooperation with primary schools (PS), and then with secondary schools and universities. The motivation of students to study the fields required by the labor market should come from employers and, of course, professionally competent career advisors. The aim is to support fields of study whose graduates are lacking in the labor market, to focus on the immediate practical applicability of graduates, and to develop cooperation between schools and employers (e.g. partial transfer of teaching to business and company premises, excursions and internships for teachers and pupils) to bring students' vocational training closer to real practice. In this respect, it is necessary to increase the level and effectiveness of career guidance so that individuals with the appropriate skills, prerequisites and interests study a particular field. The integration of pupils with disabilities into mainstream education is currently being intensively addressed at a national level. However, qualified and systematic work with gifted and extremely gifted children and students with the aim of maximizing their potential is equally important. For this reason, it is the aim of the Hradec Králové Region is to support schools, teachers and other actors with this type of experience and activities that lead to gifted or exceptionally gifted children and students reaching their maximum potential.  To the greatest extent possible, a system for identifying and caring for talented individuals in primary and secondary education needs to be established and supported. The aim is for public administration to continually map the needs of companies in the region and the overall situation on the labor market and gain feedback on the quality of graduates. The education system cooperates with employers and adapts the graduate profile to labor market requirements as much as possible. Especially in primary and secondary education, a system for identifying and working with talent is in place, including the development of career guidance practitioners. There is a system of further education set up for employees in education with an emphasis on cooperation with companies. For the effective implementation of RIS3 in the Hradec Králové Region, the Council for Research, Development and Innovation of the Hradec Králové Region, the executive unit of RIS3 and its RIS3 team, as well as business innovation platforms, are provided.

Two key strategies will be developed to better utilize the potential of the education system in the Hradec Králové Region for the digitization of education and for working with gifted children and pupils. In the area of digitization, we expect targeted equipment of schools and/or other institutions with software and hardware, with active involvement and support from employers in the region. We also expect a shift towards a more effective way of teaching using experience from other European countries (Finland, Slovakia) and through better motivation and teacher education.

Key area of change D: Implementation and marketing of RIS3

This key area of change is primarily focused on strengthening the activities of the RIS3 implementation components in the Hradec Králové Region. The Council for Research, Development and Innovation of the Hradec Králové Region performs its strategic function at its regular meetings. The Center for Investment, Development and Innovation fulfills the role of executive unit of the RIS3. Regional Innovation Platforms meet in the region. The RIS3 KHK is implemented through action and communication plans consisting of specific projects/activities. The key area of change further focuses on strengthening the coordination and cooperation of key triple/quadruple helix players (i.e. business, university, R&D and public sector and users). The aim is greater coordination of the activities of individual players and partnerships operating in the region, their involvement in the creation of action plans, the subsequent elimination of duplicate activities, and the effort to share them or for complementarity. In addition to joint RDI activities, which are the most valuable result of mutual cooperation, it is necessary to strengthen joint marketing activities and presentation of the RDI profile of the region both outside and in the Czech Republic, whether it be jointly organized events, a shared calendar of regional events or the application of a marketing strategy and communication plan in practice. This should ensure adequate promotion of selected communication topics through various online and offline communication channels.

The implementation of RIS3 in the region is ensured by strategic meetings of the Council for Research, Development and Innovation of the Hradec Králové Region along the strategic line. As an executive unit of RIS3 implementation, CIRI has an RIS3 team of employees who organize the operation of the Council for Research, Development and Innovation of the Hradec Králové Region, coordinate the preparation of action and communication plans, manage meetings of innovation platforms, and prepare and implement selected schemes/projects from action plans. RIS3 activities involve a critical amount of mutually cooperating triple/quadruple helix entities that jointly promote and publicize the region through the Regional Innovation Brand.

Joint, shared marketing will be applicable and sustainable in the long term only if regional RDI stakeholders or the Platform of the Regional Innovation Brand (PRIB) participate in the activities
