Methodology of updating the regional annex
The process of updating the RIS3 strategy of the Hradec Králové Region followed a predetermined methodology. The structure of the document was preserved, including 6 regional domains of specialization and a propositional part (key areas, strategic and specific objectives).
The analytical part was updated on the basis of secondary data of science, research, development and innovation, from which conclusions were drawn on the structure and changes of the regional research and innovation system. As many statistical indicators do not capture data for significant establishments operating in the region but rather those based outside the Hradec Králové Region, expert knowledge of the structure of the economic and research base of the region was also used. The conclusions of field mapping of the innovation capacities of 31 companies in the region were used, as well as ongoing suggestions obtained during the meetings of the Regional Innovation Platforms and the Council for Research, Development and Innovation of the Hradec Králové Region. One of the inputs for updating was also the elaborated Marketing Strategy and Communication Plan of the Hradec Králové Region. Other inputs included the activities of RIS3 developers in the preparation or implementation of some RIS3 strategic interventions (e.g. "Zaměstnaný absolvent or Královéhradecký kraj – Chytrý region" - Employed Graduate or the Hradec Králové Region - Smart Region).
The stakeholder analysis was updated with the cooperation of identified key organizations. The analyses were summarized by the SWOT method. The domains of specialization were revised and refined both on the basis of analytical data, continuous monitoring of research and technological trends with a potential impact on the region, and on the basis of organized working groups and a subsequent questionnaire survey. The vision, key areas of change, strategic and specific objectives have not changed; the description was refined in some areas. The indicator system was optimized and activity types were revised; this was also based on RIS3 Action Plans, which are evaluated on an annual basis. The chapter "Implementation structure of RIS3 in the Hradec Králové Region" was updated. Three Regional Innovation Platforms, ad hoc working groups for updating the RIS3 domains and the Smart Accelerator team of the Hradec Králové Region were involved in the updating process. The document was discussed by the Council for Research, Development and Innovation of the Hradec Králové Region, the Council of the Hradec Králové Region, the Committee of Regional Development and Tourism of the Hradec Králové Region.
